Yountville OKs budget, searches for new town manager

Whoever is named the Yountville's new town manager will oversee a healthy budget, according to the town's finance records.

Yountville's $5.07 million general fund revenues will increase by about 7 percent, to $5.4 million, according to the city's budget for the next fiscal year which the Town Council approved unanimously Tuesday. The next fiscal year begins July 1.
Its main source of revenue by far remains the transient occupancy tax -- the fee hotel guests pay when they book a room in Yountville -- according to the city's budget for the next fiscal year.

The town's TOT revenues represent about 60 percent of its general fund revenues, Finance Director Richard Stranzl explained last week. General fund revenues pay for city services.
This year's TOT revenues, estimated at $3.20 million this year, will increase by about 3 percent next year, Stranzl predicted.

The town's expenditures have increased by 9.7 percent every year since 2003, according to the city budget.
The city, which now employs 24 full-time employees, will spend more money to hire a parks and maintenance employee and a wastewater treatment plant worker, the new city budget indicates.

In the meantime, the search for a new town manager continues.

Former Town Manager Kevin Plett stepped down in April after a performance evaluation. Robert Tiernan, the city's planning director, serves as the town's interim director.

To date, the town has received 13 applications from candidates interested in the town manager position, according to Julie Baldia, Yountville's administrative services supervisor. Applicants for the top administrative position have until Friday to apply.

Baldia, who said the city has not hired a firm to search for a new town manager, did not say who has applied so far.

One of the candidates may be Tiernan, according to Mayor Cynthia Saucerman and the interim town manager.

"He's doing a fine job," Saucerman said last week. "He's interested in the position."

Tiernan, the city's planning director for more than five years, said he is considering the position.

"I'm thinking about it," he said Tuesday.

The search subcommittee consists of Saucerman and Vice Mayor John Dunbar. Additional panelists will interview candidates.

"Once the recruitment period closes, we plan to interview the week of July 16," Baldia explained in an e-mail.

"If all goes well, we hope to be able to appoint someone by the beginning of August," she said. "At this point, it's moving along."

The salary is negotiable depending on qualifications, Baldia also said. There is no salary range.

"The previous town manager's salary was $130,000," Baldia wrote.

Saucerman last week called Plett a very effective town manager.

Yet she did not elaborate on Plett's departure.

"It was mutual agreement," Saucerman only said.

The mayor, who noted that she and most of the town members have regular day jobs, said hopes the new town manager will be hired as quickly as possible.

Her workload as mayor has increased, said Saucerman, who now devotes up to 30 hours a week on town duties.

"We're all pretty doggone busy," she said.

Stranzl who had considered leaving his Yountville job in part because of his daily commute said Tuesday he has decided to remain with the city.
