The candidates for Assembly
Assemblywoman Noreen Evans and her rival, Doris Gentry, differ substantially in their experience and in their messages to voters.
Recently, the Register editorial board sat down with the two candidates for state Assembly. They are incumbent 7th District Assemblywoman Noreen Evans, a Democrat, and challenger Doris Gentry, a businesswoman from Napa and a Republican who has not held elective office.
The two differed substantially in their messages and experiences.
The budget was a primary topic, as it must be for any state legislator after the result of this year’s fiasco, a budget signed nearly three months late and without realistic fixes to a multi-billion dollar structural deficit.
If Evans is re-elected, the Democratic leadership in the Assembly has already agreed that she will chair the Assembly Budget Committee, a position of extraordinary power and, in these troubled times, responsibility.
She said the state has built itself into a bind through mandates such as Proposition 98, a minimum funding law for public schools; Proposition 42, which requires money spent on roads and transportation; Gov. Schwarzenegger’s making permanent the rollback of the Vehicle License Fee; various criminal justice mandates and the $15 billion restructuring bond that voters approved in 2004 despite concerns voiced by Evans and a handful of others.
Evans did not offer a magic pill, but said one change she would support would be an elimination of the requirement that budgets require approval of two-thirds of lawmakers, instead of a mere majority.
Gentry did not opine on the two-thirds rule or rise to the bait of Evans’ criticisms of legislative Republicans. She said the state must encourage industry and free enterprise, giving businesses a chance to help the state strengthen the economy and the government. She mentioned a handful of cost-saving measures, such as selling off surplus state supplies or properties.
When asked her priorities should she be elected, Gentry said the key is to “loosen the tax burden on business and industry.” She mentioned public-private partnerships such as the community’s involvement in Napa’s New Technology High School, and said Napa needs to diversify its wine-based economy.
Evans acknowledged that the budget will be the consuming issue, but when asked about priorities mentioned efforts that are directed towards women, children and families. In this area, her work has included advocating for improvements to the foster care system and rent stability for mobile home park residents. She has also passed legislation to support the wine industry and local flood control projects.
Earlier in the campaign, Gentry said she expected to raise more than $200,000 to topple Evans. This month, Gentry acknowledged that won’t happen. Evans’ apparent political strength in the district, her legislative support of the wine industry and other local causes has prompted even Republicans to publicly back the incumbent, Gentry said.
Evans said she hoped the voters would return her for a third and, under term limit laws, final term in the Assembly. “I’m deeply honored to do it,” she said. “Ninety-nine percent of the time, it’s a real thrill.”

Eliminating the 2/3 vote will hand the majority party in the legislature a "FREE HAND" to raise taxes and fees at will. It will silence the minority and plunge California deeper in debt.
We are looking at a potential debt of $170 Billion ny next June 30. This is due to the Democratic leadership (really a lack of..) in our legislature. The only way to solve the problem is to kick the Dems out and put in fiscal conservatives to reign in the spending!

Right...like the fiscal conservatives in Texas who brought us the energy crisis in 2000 & 2001. Like the marvelous Ken Lay and Pete Wilson who helped deregulate CA's energy supply which tumbled us into our current deficit difficulties. Or perhaps like the conservatives who ran Wall Street and put us in our current financial meltdown?

When I have contacted her office by phone or email, I have always received responses from Evans and staff. We don't always agree but she has been a worker and her legislative activity since 2004 shows that she has been a solid legislator serving her district.
She now has experience in the Assembly and that can be even more valuable to the needs of Napa's citizens and businesses. She gets my vote. "

Rogers has pointed at the culprits and there are plenty of Republicans to blame dirty money on in any tit for tat match.
Noreen Evans poked here nose in the Napa Pipe soup on the side of corporate welfare and for that reason she will not receive my support but neither will her Republican oponent with out a clue.
If there is a green or libertarian or Mickey Mouse out there than that's where my vote goes on this one. Plus I am not a true believing feminist so if you want to talk @//% like I do in private that's ok but if you want to do that in public you had better grow a pair. "

rogers- it was L.A. municipal poower that charged the state the most for power (under Gray Davis). It was the Dems who signed off on the lost $32 Billion contracts. "

Repetitive blogo gas is not fact. Typical tactics do not have a specific political home. If the NYT were quoted or say Kaufman as an economics source I am certain they would be "dissed" as being A mere liberal rag and mouth piece.
They would however give greater credence and weight to the point of view than a web site with a specific axe to grind. Your agenda has little to do with truth and much to do with insuring that someone else's ideas get spread around.
It's one thing to have an opinion and support it and another to spend the time and energy promoting a party or a perceived movement and it's organizations talking points as personal research and proof in support of belief.
All that does is make one an agent for others muddied agendas when unable to bring the force of original thought to ones beliefs. "
