A Napa driver who police said hit several parked cars was ultimately arrested on suspicion of drunken driving Monday.

Officers received the report of a hit-and-run accident in the area of Lincoln Avenue and California Boulevard at 10:10 p.m.
Witnesses reported the driver had hit two parked cars and drove away, police said.

Officers found him in the 1600 block of E Street and identified him as Navor Gabino Torres, 32, police said.
They found he was showing signs of being under the influence of alcohol, so he was booked at the Napa County Department of Corrections on suspicion of driving under the influence of alcohol and hit-and-run.

" Hmmm. Lets bet there was no valid operators license and no insurance either. Good police work and also on the part of witnesses furnishing a description of the driver. "

" Why would we bet that? Do the statistics say that most DUI arrests in Napa involve unlicensed, uninsured drivers? The people I know who have had DUIs all had licenses and insurance. "

" But I thought drunk driving was a victimless crime? Where are the defenders? "

" We HOPE drunk driving is a victimless crime! We want to catch them before they hurt themselves or someone else. "

The data says - of those cars stopped at a DUI checkpoint in Napa - 4% are unlicensed, ininsured and illegal drivers. That means that 4% of our population in Napa are driving around unlicensed, ininsured and illegally.

See for yourself when the NVR posts the results following a DUI checkpoint. "

" The real question is IF he did not have a drivers license and/or insurance what is going to be done about it. "

Maya wrote on Sep 23, 2009 6:16 PM:

" OK, so if it is 4% of the population of people arrested, then it is wrong to assume that this person was unlicensed and/or uninsured, and a bet about it is very unlikely to be won. "

" I don't know if that means that 4% of the population are in that catagory it just means that of the ones that were caught, on that particular instance, 4% were unlicensed, uninsured & illegal. "

" Wouldn't the article have said if he was charged with anything else? Doesn't seem reasonable to withold that info from the public. "

" Sounds like a typical day in Napa. Alot of people driving without licenses, other peoples cars, and then they run when caught as they have no insurance. Contact Chef Monez...I'm sure he'll be right on it! "
