A 68-year-old American Canyon man was killed Tuesday as he walked across Highway 29 at Mini Drive in Vallejo, just a block south of the border between the cities.

Charles Lee Hodges crossed the highway at 6 a.m. when he was hit by a northbound Chevy van traveling at 55 miles per hour, Vallejo Police said in a statement.
The driver, Heriberto Mendiola-Ramon, 37, of Vallejo, was booked into Solano County Jail on suspicion of vehicular manslaughter and driving without a license, police said. The driver refused to make a statement to police.

Mendiola-Ramon was released later Tuesday after a witness told police the pedestrian crossed the highway against the traffic signal, police said.
Tuesday’s accident remains under investigation.

" So another driver with no driver's license - get these people off the road. Hopefully the police followed him after they released him to make sure he did not get back in his van! "

" I agree Farm Girl. What is the deal. Do I have to get my license renewed? Or can I just drive without one? A man was killed by someone that shouldn't have been on the road in the first place. This should have never happened. I am very disappointed in the way they handled this. "

" Licensed or unlicensed, if you cross that intersection agains the light your going to get HIT. At 6 am now it is still dark. I AM NOT defending the unlicensed driver but, when the pedestrian light says' DO NOT CROSS at a 4 lane state highway, I would take it to heart. I travel through that intersection and yes it is new pavement with now definate lines painted yet, but everybody with a little common sense can tell where the boundries are at a light controlled intersection. But, then again, common sense is what a lot of the human population is lacking. "

" No, the man died for crossing against the light. I don't think the driver should be held, but he needs to answer for driving without a license. This was handled very well, in case you don't understand driving without a license usually won't land you in jail. Yes he killed someone, someone crossing against the light, and there was a witness. Therefore the prudent and morally right thing to do was release the driver. "

" City and residents need to remember, crosswalks are a need and especially where speed limits push 60 and 70.

Unfortunately, the crosswalks were not put back in by Cal Tran. "

" How can the police know if the driver was doing 55mph? The witness made a guess he was doing 55? "

" "How did the police know the driver was doing 55mph?"

If a vehicle has a port for a diagnostic computer to hook up to, then it has a "black box" that can tell stuff like mph. Most people don't know that...

Also they can do a pretty good estimate from the physical evidence of an accident site as well... "

" How will we ever know???? If this unlicensed driver was not driving, maybe he would of made it across the street.

What is the purpose of a drivers license then? Since obviously this guy didn't need one. "

" Thank you napkan I did not know that. "

" LMW- Actually, it is unfortunate that the crosswalks weren't put back in by A CONTRACTOR, not Caltrans... "

" I always thought that if we were able to go back in time and stop something from happening, it would be a good thing, but if you only change the story, but not the characters, the same thing will happen at a different time. My point is, whatever made this man cross through a red light, was going to make him do it again elsewhere had the unlicensed driver been off the road. That is a serious, but separate issue. "
