A 29-year-old man was charged Tuesday in Napa County Superior Court with possession of methamphetamine and drug paraphernalia in connection with a bicycle stop over the weekend, according to court records.
Donald E.C. Jinks, a transient, was stopped near Oak and Brown streets at about 9:45 p.m. Saturday for allegedly riding a bicycle through a stop sign and having no front light on his bicycle, according to court records. A pipe with suspected methamphetamine was found in the waistband of his pants, police said. Jinks was booked into the Napa County jail.
