A 42-year-old man with no fixed address was arrested Tuesday morning after police responded at 9:45 a.m. to a report of people sleeping in their vehicles near Walmart on Lincoln Avenue, according to  Napa Police.

Eugene Smallwood, who was on probation with search-and-seizure terms, allegedly had containers of marijuana, a scale and a drug pipe with suspected methamphetamine, police said.

Smallwood was booked into the Napa County jail on suspicion of possession of marijuana for sale, possession of a controlled substance and possession of drug paraphernalia, police said.
