A man wanted on three warrants was arrested Tuesday after a Napa Special Investigations Bureau agent spotted him at 2 p.m. riding on the back of a bicycle on Linda Vista Avenue north of Barbara Road, Napa County Sheriff’s Capt. Leroy Anderson said.

The agent tried to stop the bicylist, with the suspect on the back, but the bike took off through the Pueblo Vista School ground, Anderson said. The bike was stopped near the intersection of West Park and Solano avenues, Anderson said.

Ernie Victor Solis, 28, of Napa, was arrested and booked into the Napa County jail on three warrants, including one for methamphetamine possession, resisting arrest and probation violation, Anderson said.

The other person was not arrested.

I really enjoy the writing style of articles like this. So it seems that the bike just took off on its own across a school yard. Why was the "driver" of the bike not arrested? I thought it was illegal to carry a passenger on a bike, ride on sidewalks, and in general flee from police while transporting a felon. Was this agent a sworn peace officer or merely an "official". So you see those are the interesting parts of the story that were omitted.
