A motorist stopped on the on-ramp of Highway 29 at Imola Avenue because of a flat tire was arrested at about 1:30 a.m. Thursday on suspicion of drug-related violations, according to the California Highway Patrol.
CHP officers stopped for a welfare check after seeing a 1997 Saturn parked on the on-ramp with its hazard lights on, CHP Officer Jake Ramos said.
The driver, Edward Anthony Diaz, 20, of Vallejo, had a flat tire, Ramos said. Diaz allegedly had signs of alcohol intoxication, the CHP said. The officers found a used hypodermic needle in one of his socks and seven hydrocodone pills in the vehicle, Ramos said.
Diaz was booked into the Napa County jail on suspicion of being under the influence, possession of drug paraphernalia and of a controlled substance, according to the CHP.
