A dog owner was arrested Thursday afternoon on suspicion of threatening to poison his neighbors’ animals after a dispute over his own pet, according to Napa police.

Brandon Nimmer, 24, allegedly made the threat after he learned that Animal Control had been called after Nimmer’s dog got inside a neighbor’s yard and threatened a resident there, police said.

Nimmer was booked into the Napa County jail on suspicion of making the threat, according to the jail logs.

    How does that work? I always thought you actually had to DO something before you could be arrested?

    Can I accuse anyone of saying something threatening and have them arrested?

    Do I need proof?

    That's a good question. I'm not sure terrorist threats would count here. I would like to know the actual charge.
