A woman was arrested after police responded at about 2:20 p.m. Thursday to Kohl’s in the 1100 block of First Street to a report of a theft in progress, according to Napa police. The suspect had fled the store on bicycle, police said.

Bailey Ann Rudd, 26, of Napa, was stopped riding a bike on Arroyo Drive, police said. A security guard identified her as the person suspected of stealing make-up from Kohl’s, police said.

Rudd allegedly had suspected heroin and methamphetamine in her bag, police said. She was booked into the Napa County jail on suspicion of transporting/selling a controlled substance, transporting a controlled substance, possessing drug paraphernalia and petty theft, police said. The make-up was found in a bush, police said.
