In my opinion, Cal Fire has reached the absolute correct decision regarding the cause of the many fires in Napa and Sonoma counties in 2017.
My PG&E service has been sporadic at best due to tree limbs falling and hitting PG&E lines, thus causing loss of service for a very long time. It was not only loss of service, but extremely costly to me. They have denied fault.
PG&E would, in time, come and repair the broken lines -- but never got to the "root of the issue." The cause of the constant outages is always a row of very tall redwood trees growing alongside of the PG&E lines.
I have pleaded with all of the "powers that be" to be vigilant about trimming the tall trees. It was not until after the fires did they attempt to correct the issue.
However, it must be an ongoing project.
Shame on PG&E!
