American Canyon police reported teaming up with the Napa County Sheriff's Office early Monday to arrest two people seen loitering near a bank of mailboxes on Broadway Street near Veterans Park.

When a sheriff's deputy investigated a vehicle parked near the mailboxes at 1:30 a.m., the Toyota drove away at a high rate of speed, leaving behind a woman, American Canyon Police Chief Oscar Ortiz reported.

With the deputy in pursuit, the Toyota crashed on Mini Drive, coming to rest on its roof, he said.

Police arrested the driver, Joel Tice, 30, of Vallejo for suspected possession of meth with intent to sell, petty theft of mail, possession of burglary tools, identity theft, failure to yield to police and criminal conspiracy. Tice was uninjured in the crash, Ortiz said.

The woman was identified as Toni Nicole Tinay, 23, of Oakley, who was booked into the Napa County Jail for investigation of identity theft and criminal conspiracy.
