Posing as a 16-year-old female, undercover agents with the Napa Special Investigations Bureau used social media to arrest a 31-year-old Fairfield man for attempted pimping of a minor.

NSIB said this was another in a string of human trafficking investigations that have resulted in arrests of men suspected of attempting to lure victims into the commercial sex trade.

On Aug. 30, using leads developed in these earlier investigations, NSIB detectives conducted an undercover human trafficking operation in the city of Napa, the Bureau said in a news release.

The suspect, Cecil Hutchinson III, was arrested without incident when he showed up to pick up the victim, the Bureau said.

Hutchinson was booked into the Napa County jail. The Napa County District Attorney's Office has filed charges of attempted human trafficking of a minor, attempted pimping of a minor and attempted pandering of a minor, said Lt. Gary Pitkin with NSIB. These charges are felonies punishable in state prison.

NSIB investigates both drug trafficking and human trafficking in Napa County. Community members cam call NSIB at 253-4458 with tips. Callers can remain confidential and/or anonymous.
