A drunk man causing problems in the Billco's parking lot was taken to the Napa County jail, where he tried pushing and kicking officers, Napa police said.

Emanuel Garcia, 23, was agitated and bothering city employees early Wednesday morning, Napa police said. Officers arrived at Coombs and Second streets, where they determined Garcia was impaired, and arrested him around 4 a.m.

At the jail, Garcia maneuvered his handcuffs in front of his body and tried to push and kick officers, police said. Jail staff helped take him to the ground and placed Garcia in a full-body restraint device.

He was taken to Queen of the Valley Medical Center to ensure he wasn't hurt, police said.

He was arrested on suspicion of a felony for resisting an officer, and two misdemeanors, including being drunk in public.
