At its Aug. 12, 2015 meeting, the Napa County Planning Commission is scheduled to adopt the final certification of the environmental impact report on the Syar Napa Quarry expansion.

The approval of any permit of an expanded operation at the Syar Napa Quarry hinges on whether there is a need for expansion.

The county's determination of the need for expansion depends on the amount of reserves currently available and the county's actual need.

As of this writing (Aug. 5, 2015), the county has not determined what reserves exist in the currently permitted Syar operation, nor has it published to the public or the Planning Commission the amount of reserves or the analytical basis for arriving at that figure.

As of Aug. 4, 2015, the county's planner in charge of this project was still trying to figure out what the reserves are.

This environmental report has been pending since at least 2009.

The reserves and the county's need should have been established at least before the draft environmental report was published to the public in November 2014.

It is inexcusable that neither the public agency responsible for certifying the environmental report nor the public will not be provided this fundamental information until days before the Aug. 12 hearing on final certification. If at all.

Editor's note: Planning Director David Morrison says his staff "does not have any data regarding the estimated reserve left within the existing permitted areas of the quarry" and referred inquiries to Syar. Syar officials tell the Register that they estimate there is between 1 and 5 years-worth of rock left within the existing mine area, depending on what type of rock you are discussing.
