Slow the stampede of development

Recently it seems like a month can't go by without another major hotel/resort/housing being announced. Anyone else notice that if you look at the roads with the worst traffic that is where they are being located?

Soscol Avenue has one 90-unit hotel planned and another was just announced by the Wine Train for a block off Soscol. Gasser Foundation has 400-plus housing units being built off Soscol with another 400 or so possible. Napa Pipe off Napa Valley Highway has 800 or so housing units plus retail in the works. The Meritage Resort has a major expansion planned off Napa Valley Highway.

Major hotels are planned for Oxbow at Silverado and First and also at the Oxbow. Another major resort is planned in the Carneros area around Stanley Lane. The Embassy Suites plans 54-room addition around California and First. I'm sure there are others.

My question is what is being done to keep Napa from gridlock when all these developments come online? Parking downtown is marginal during peak periods now; how long till parking garages are built? Things are pretty good now; what's the hurry to kill the Golden Goose?
